The federal government and the relevant states have combined the 'Guide to a new mental health for children and youth "realized, Which was approved and signed by the Inter-Ministerial Conference (IMC) Health on 30 March 2015. In 2010, the various governments of Belgium appealed to submit a project under the reforms "to improve mental health care for an adult audience. The aim of this reform is the development of a community-based mental health through the realization of attention networks and care circuits. Through networking between the facilities to be realized ensure courses, This means that there must be full mental health offerings for specific target age group of people with mental disorders. The legal basis for this was laid down in Article 11 of the Law on hospitals and other care facilities.

The reform will be embedded in the minimum content of the following five key functions:
Service 1: mental health promotion, prevention, early detection and early intervention
Function 2: Mobile teams treatment for acute and chronic problems
Function 3: Teams on psychosocial rehabilitation
Function 4: Intensive specialist residential mental health units
Job 5: Specific forms of housing and accommodation packages

In Flanders there are 11 active networks, in 2016, this will be extended to two networks. The various governments jointly implement the networks.
